The Woman Farmer Certificate is issued by a Designated Officer to a woman recognised as a woman farmer under the Act (Sections 2(p), 5 and 6).
Who issues it
Designated Officers are appointed by State Government notification. They must not be below the rank of Assistant Agriculture Officer for Village Panchayat areas, or of Agriculture Officer for Nagar Panchayat areas (Section 4(1)).
When it is issued
Within 15 days of a resolution accepting the applicant, or of an Appellate Officer’s direction (Sections 5(4), 5(8), 6(4) and 6(8)).
How long it is valid
The certificate is valid for as long as the woman remains a farmer (Section 7). If she does not continue to be a farmer, she is not entitled to the benefits of the certificate under the Act, and the certificate is deemed to have ceased.
What the certificate proves
It is conclusive proof of identity as a woman farmer for the purposes of the Act (Section 8(1)). The holder is entitled to the benefits under the policies, programmes and schemes that the State notifies, subject to the conditions in each one (Section 8(2)). The holder is also entitled to suitable credit under notified State credit schemes (Section 9).
